星火計劃為非洲產業研究中心正在執行計劃,相關內容介紹如下。計畫執行脽然不易,但這是以台灣科技實力增加國際影響力的一種嘗試。
一、星星之火計劃
取義於"星星之火,可以燎原"。以一個小計劃建立一套農業商業化生產技術,其特色為完整性,可複製,可以放大,可以推廣。使得開發中國家如東南亞、中南美洲與非洲小農,能夠由自給自足式農業變為商業性農業,以提昇農民收入。
二、計畫特點
(一).以高經濟作物為對象,生產時間短,收益高,技術成分比重高。舉例:
a.蔬菜、菇類、果樹、特作(如草藥)等

產業選擇之條件
1.適合當地氣候與土壤性質之高經濟作物。
2.作物生產有技術門檻。
3.台灣農業之技術強項。
4.市場需求量大。
三、實施方式
1.依生產基地之特色(氣候、土壤、水源、市場距離等)選定生產對象
2.組織生產團隊,擬定生產計劃
3.於生產基地進行小規模生產
4.台灣專家提供技術與資材,並建立標準作業程序(SOP)
5.於生產過程,進行滾動式管理,逐次修正栽培技術與SOP
6.藉由生產過程,進行人才訓練
7.訓練內容包括生產流程管理,資材應用,採收後處理,儲運,市場行銷等完整流程。
8.進行利潤分析,以成本結構擬定改善項目
9.由步驟5~8,進行循環式生產改善。
四、推廣與擴大規模
上述的生產模式,具有如下特色:

I. The Spark
Project
The meaning of the
spark project is taken from "a single spark can start a prairie fire".
Establish a complete set of agri-business production technologies in a
small plan. The characteristics of this plan are can be replicated,
scaled up, and promoted. It can be used to turn smallholder farmers of
developing countries, such as Southeast Asia, Central and South America
and Africa, from subsistence agriculture to commercial agriculture and
then to increase farmers’ income.
II. Project
features

The objects are short
time, high profit, and high requirement of advance technology.
For example:
a. Vegetables,
mushrooms, fruits, herbs, etc.
